READO Strategy (2024-2027)
Our 2024-2027 Strategic Plan serves as a roadmap for empowering communities in Somalia and beyond, focusing on sustainable development and resilience. As we enter this new phase, we are guided by our mission to provide essential resources and innovative solutions that address the complex challenges faced by agro-pastoralists and internally displaced persons. Our strategy is rooted in six key pillars that reflect our commitment to transforming lives and building stronger, more resilient communities.
Health and Nutrition
Our goal is to improve the overall health and nutritional status of vulnerable populations in Somalia, particularly women, children, and the elderly, who are often the most affected by health crises. We plan to achieve this through:
- Expanding Healthcare Services: We will increase access to quality healthcare by building and upgrading health facilities, particularly in remote and underserved areas. This includes training healthcare workers, providing essential medical supplies, and enhancing maternal and child health services.
- Nutrition Programs: Malnutrition is a persistent issue, especially among children under five years of age. Our comprehensive nutrition programs will focus on providing balanced diets, promoting breastfeeding, and educating communities about healthy feeding practices. We will also implement school feeding programs to support children’s growth and development.
- Community Health Initiatives: We will work closely with local communities to promote preventative health measures, such as vaccination campaigns, health screenings, and hygiene education, ensuring that communities are not only receiving care but are also equipped to take proactive steps toward their own health and well-being.
Water, Sanitation, and Hygiene (WASH)
Access to safe water and sanitation is critical to the health and dignity of every individual. In Somalia, many communities still struggle with inadequate WASH facilities, leading to a high prevalence of waterborne diseases. Our strategy includes:
- Infrastructure Development: We will construct and rehabilitate water supply systems, such as boreholes, wells, and rainwater harvesting structures, to provide reliable access to clean water. Additionally, we will build and improve sanitation facilities in schools, health centers, and community spaces.
- Hygiene Promotion: Education on hygiene practices, such as handwashing and safe water storage, will be integrated into our programs. We will engage community health volunteers to conduct outreach and awareness campaigns, ensuring that hygiene practices become a sustainable part of daily life.
- Emergency WASH Response: In times of crisis, such as floods or displacement due to conflict, we will deploy rapid WASH interventions to ensure that affected populations have access to safe water and sanitation, preventing the spread of disease and preserving health and dignity.
Education
Education is a powerful tool for change and empowerment. However, access to quality education remains a challenge for many children and youth, particularly girls and those in marginalized communities. Our education strategy focuses on:
- Strengthening Educational Infrastructure: We will construct and renovate classrooms, provide learning materials, and support the establishment of safe, inclusive learning environments. Special attention will be given to creating gender-sensitive spaces that encourage girls’ participation.
- Teacher Training and Curriculum Development: Enhancing the quality of education is essential. We will train teachers in modern pedagogical methods and support the development of curricula that are relevant to the local context, incorporating topics such as environmental sustainability and peacebuilding.
- Community Engagement: Parents and community members play a crucial role in supporting education. We will engage with communities to raise awareness about the importance of education, particularly for girls, and work to address barriers such as early marriage and child labor that prevent children from attending school.
Food Security and Livelihoods

Resilience and Climate Adaptation
The impacts of climate change, such as droughts, floods, and changing weather patterns, are increasingly affecting Somalia, exacerbating food insecurity and displacement. Our strategy aims to build the resilience of communities through:
- Climate-Smart Practices: We will implement programs that promote the use of drought-resistant crops, efficient irrigation systems, and renewable energy technologies. These practices will help communities adapt to changing environmental conditions and ensure sustainable livelihoods.
- Early Warning Systems: Strengthening community-based early warning systems is key to reducing the impact of climate-related disasters. We will work with local authorities to develop and disseminate timely and accurate information that helps communities prepare for and respond to natural hazards.
- Natural Resource Management: Sustainable management of land, water, and other natural resources is critical for long-term resilience. We will support community-led initiatives that promote reforestation, soil conservation, and the protection of water sources, ensuring that these resources are preserved for future generations.
Peacebuilding and Conflict Mitigation
Conflict and instability continue to pose significant challenges to development in Somalia. We believe that peace and stability are essential for sustainable development. Our approach includes:
- Community Dialogue and Reconciliation: We will facilitate dialogue and reconciliation processes that bring together diverse groups to address grievances, build trust, and foster social cohesion. By engaging community leaders, youth, and women, we aim to create inclusive spaces for peacebuilding.
- Countering Violent Extremism: Through targeted interventions, we will work to reduce the influence of violent extremist groups by providing at-risk youth with education, vocational training, and opportunities for civic engagement. These programs are designed to offer positive alternatives and prevent recruitment into extremist organizations.
- Strengthening Local Governance: We will support the capacity building of local governance structures, enabling them to better manage conflicts and provide essential services to their communities. Effective governance is key to maintaining peace and stability and ensuring that development efforts are sustainable.
Our Approach
READO’s approach is built on community-centric principles. We engage communities as active partners in the development process, ensuring that their voices are heard and their needs are prioritized. This participatory model not only fosters trust and ownership but also enhances the effectiveness and sustainability of our interventions.
Geographical and Programmatic Expansion
While we will continue to focus on our core areas in the Southwest State of Somalia, we are also planning to expand our presence to other regions, as well as Kenya and the USA, based on need assessments and strategic partnerships. Our goal is to bring our successful models of intervention to new communities, adapting our programs to meet the unique challenges of each area.
Building Partnerships and Capacity
Collaboration is at the heart of our strategy. We will strengthen our partnerships with local and international organizations, government agencies, and community groups to maximize our impact. This includes sharing resources, expertise, and best practices to address the complex challenges faced by the communities we serve.
Our internal capacity will also be enhanced through regular training for staff, the adoption of new technologies, and the refinement of our organizational structure. These efforts will ensure that READO remains a dynamic, efficient, and responsive organization capable of delivering high-quality services.
Commitment to Innovation and Accountability
We are committed to innovation and continuous learning. Our Monitoring, Evaluation, Accountability, and Learning (MEAL) framework will be central to our operations, guiding us in assessing our progress, learning from our experiences, and adapting our strategies as needed. We will use data-driven approaches to make informed decisions and remain accountable to our beneficiaries, donors, and partners.
Ensuring Financial Sustainability
To sustain and scale our initiatives, we will diversify our funding sources by engaging with international donors, private sector partners, and community-based funding mechanisms. Our regional offices in Kenya and the USA will play a crucial role in resource mobilization, partnership development, and advocacy efforts, ensuring that READO has the financial stability to achieve its long-term goals.
